Municipal By-Law

Provincial legislation allows municipal council to adopt regulations to address a variety of topics and issues. According to the legislation, the Hearst Council has adopted regulations establishing standards, practices and procedures that affect many aspects of community life.

There are also several other regulatory orders that fall under the responsibility of other municipal departments or the Ontario Provincial Police that are carried out jointly with the department.

The department is also involved in the delivery of awareness programs and community education, either independently or in collaboration with other agencies.

Program of civic pride

This program is part of the national campaign Pitch-in. The department organizes and coordinates teams of volunteers to clean up public places and roadsides. The short-term goal is to reduce litter, but the long-term goals are a healthier and safer environment and public awareness of proper waste management.

Bike Roadeo

This event is part of the campaign of the Municipality and the Ontario Provincial Police to educate children on bicycle safety. The program is designed for elementary school children and focuses on safe driving skills and wearing the right equipment. Participants are required to navigate a course, demonstrate their knowledge of proper driving signals and traffic signs, and submit their bikes for inspection. Prizes are awarded, but everyone is a winner! The staff in the By-Law department is responsible for the fundraising, the organization of the event and the registration of participants.

D.A.R.E

D.A.R.E. is a comprehensive prevention program sponsored by the well known OPP.  This program gives elementary students the knowledge of life skills needed to recognize and resist social pressures to experiment with tobacco, alcohol and other drugs.  D.A.R.E. curriculum of 17 lessons is taught by officers responsible for law enforcement, specially trained and in uniform.  The program is intended to foster a positive relationship between officers and students by promoting identification and positive role model for the establishment of a healthy relationship with a trusted adult. The Municipality and the department are pleased to participate as members of the organizing committee and in fundraising.
